SALARY: $5,382.00 monthly minimum
STATUS & HOURS: Full-time, regular (approximately 2,088 annual hours) position.

DESCRIPTION: This position exists to oversee the MNHS labor relations program including negotiation of collective bargaining agreements, contract administration and interpretation, and guidance/coordination of related management activities consistent with the mission of MNHS.
SUMMARY OF WORK: 1) Develop, administer and manage the labor relations program and contracts to ensure alignment with the MNHS mission, strategic goals, objectives and the vision of its leadership; 2) Manage the administration of labor contracts; 3) Serve as MNHS’s primary negotiator in contract negotiations with recognized employee organizations; 4) Provide a high level of support to Human Resources department management and represent MNHS labor relations with outside organizations; and 5) Provide supervision, support and guidance to assigned staff for timely accomplishment of department goals and objectives, high quality results and teamwork across functional lines.
MINIMUM QUALIFICATIONS:

Bachelor’s Degree in Business Administration, Human Resources or related field.

Five years progressively responsible, professional experience in collective bargaining and labor relations activities, including two years of supervisory experience.

Experience must include leading contract administration and negotiation, grievance processing, performance management and disciplinary activities, as well as facilitating on-going communication and working relationships with employee representative organizations and other MNHS stakeholders.

Demonstrated knowledge of principles and practices of employee and labor relations, collective bargaining and employment laws.

Demonstrated knowledge in Human Resources theories, practices and techniques.
-
Demonstrated supervisory skills, with an emphasis on teamwork and high performance.

Experience with program development and administration of HR principles and practices.
-
Practical application of collective bargaining and employment laws;
-
Effective written and oral communications, listening, presentation, group facilitation; influencing and negotiations.

Application of processes for influencing performance management.
-
Effective use of mediation and conflict resolution techniques.
-
Computerized systems for word processing, spreadsheet applications and databases to retrieve and analyze data and/or create reports;

Effective project and time management.

Demonstrated ability to reconcile labor relations issues in the context of both existing labor agreements and desired future states of labor and employee relations at MNHS.

Strong interpersonal communications skills sufficient to establish and maintain effective working relationships with MNHS managers, staff members, professional peers and the general public.

Demonstrated capacity to work effectively in a multicultural setting and a deep commitment to supporting and promoting diversity.

Ability to handle sensitive and confidential information appropriately.

Flexibility to adapt to changing deadlines, schedules, priorities and unpredictable events.

Valid driver’s license and willingness to travel.
DESIRED QUALIFICATIONS:

At least three years’ experience in a non-profit organization.

At least three years’ experience working with the State of Minnesota

Knowledge of staff development and training trends.

Extensive knowledge of database management, word processing applications and spreadsheets.

Experience working with a Human Resources Information System, preferably ADP’s Workforce Now.

Ability to extract data from system records and prepare summary reports.

Ability to analyze personnel problems and recommend action to solve problems in a manner consistent with good personnel practice and MNHS personnel policies and program priorities.
