The Metropolitan Council has a full-time vacancy for Manager, Records and Data Practices.

The ideal candidate for this position will have the experience and education to successfully manage a complex records management program in a diverse public organization. He or she will be able to collaborate with stakeholders from various backgrounds to develop and support a program that is accountable, compliant, accessible, and cost effective.

Hiring Salary Range: $72,155 Annual – $81,910 Annual

This position is responsible for the maintenance of the Council’s records management program, and the management of the Council’s existing contract with its external document storage vendor. This position will work with departments and stakeholders across the organization to develop, update, and maintain their records retention schedules, and also serve as a key member of the Enterprise Content Management team. Reporting to the Enterprise Content Management Director, this position will additionally provide guidance and serve as an expert resource to staff regarding the Council’s compliance with state and federal data practices legislation, facilitate the fulfillment of data practices requests, and develop training to empower staff to comply with records retention and data practices rules and regulations.

Examples of Duties
• Promote organizational compliance with state and federal record-keeping laws, statutes and regulations including the ongoing development and management of retention schedules, and the preservation and protection of Council records
• Assess the records management and data practices procedures of each division within the Council and collaborate with staff at an enterprise level to develop strategies to support increased integration and collaboration
• Develop and maintain policies/procedures/organizational activity to support the principles and requirements of the MN Data Practices Act
• Manage contracts for secure off-site storage and the procurement of specialized storage solutions for paper records.
• Develop and Provide appropriate training to support records management best practices across the organization
• Develop records management strategies to support the long-term objectives of the Enterprise Content Management strategy plan as well as the Metropolitan Council’s Thrive 2040 principles

Qualifications

Education / Experience:
Bachelor’s Degree in Library Science, Law, Public Administration, Business Administration or related field AND five (5) years of experience as a records manager in a public organization including at least two (2) years of supervisory or lead work experience.
OR
Equivalency: Nine (9) years of experience as a records manager in a public organization including at least two (2) years of supervisory or lead work experience

In addition to the above required or equivalent education and work experience the following are highly desired:

Certification as a Certified Records Manager (CRM)
Experience serving as the Data Practices Compliance Official in a public organization

Knowledge Skills and Abilities:
• Advanced knowledge of records management best practices in a large public organization
• Knowledge of state and federal laws, statutes, and regulations pertaining to records management/retention/destruction and data practices
• Knowledge of performance measurement, project management, and business analysis techniques and principles
• Experience managing external vendor contracts including oversight and fiscal analysis
• Knowledge and experience managing digital imaging processes and projects
• Experience with Microsoft Project
• Experience with SharePoint
• Advanced experience with Microsoft Word, Excel, PowerPoint, Outlook
• Experience with Visio
• Extensive experience implementing and managing a records management system
• Ability to communicate and conduct training with stakeholders of diverse skills and abilities in a clear and concise manner
• Ability to create performance metrics to identify and effectively communicate relevant outcomes
• Ability to apply management and supervisory best practices
• Ability to research and analyze historical organizational practices and policies and recommend and implement process improvements as applicable
• Ability to effectively lead teams of stakeholders with varied perspectives and backgrounds

Work Environment
