Library Director – Kimberly-Little Chute Public Library (WI)

The Kimberly-Little Chute Public Library is seeking to fill the position of Library Director.  The Director is responsible for leading and managing facilities in Kimberly and Little Chute under the direction of the Joint Library Board, which includes representatives from both Villages.  Qualifications include a Master’s Degree from a library school program accredited by the American Library Association, as well as a Grade 1 Wisconsin Library Certification or eligibility to obtain Grade 1 Wisconsin Library Certification within 18 months. Salary range is currently $56,000 to $76,000.

The Kimberly Little Chute Joint Library is a unique collaborative effort, created 22 years ago.  It continues to service its patrons with distinction.  With a budget of over $719,000 (not including buildings), 9.65 FTE’s, and annual circulation of over 280,000, it continues to provide its patrons with cutting edge technology and a proud tradition of innovation. There have been two Library Directors since its inception.

Library Director:

Under general direction and policy of the Joint Library Board, provides administrative and overall managerial direction for all operations.  Has overall responsibility for the planning, development, implementation, and evaluation of Library operations and services including, but not limited to: budget, personnel, collection development, technical and automation services, facilities, and community relations.  Supervises, schedules, and evaluates Department Heads and Managers of the Library departments.  In the absence or vacancy of a Department Head or Manager, provides direct management, administration, and supervision to the department.  Develops, administers, and manages the overall budget for the Library.  Oversees the Library’s personnel program.  Hires, disciplines, and terminates Library staff in conformity with relevant laws, regulations, policies and contracts.  Salaried full-time.  May be required to work days, evenings, Saturdays, and Sundays.  Must return to duty whenever needed.

Responsibilities:

The following list identifies principal duties and responsibilities of the job.  It is not a definitive list and other similar duties may be assigned.

•    Plans, develops, implements and evaluates the Library’s overall program of services, including budgets, use of personnel, space, etc.  Drafts policies, procedures and other necessary documents for review and consideration by the Library Board.

•    Attends meetings of the Library Board and takes minutes of Board meetings.  Attends other meetings as required.  Develops Library Board meeting agendas, reports, notices, etc., in cooperation with the Library Board President.

•    Develops Library budget for Board consideration in a timely manner.  Administers and manages the overall budget for the Library.  Oversees departmental budgets.

•    In conformity with relevant laws, regulations, policies, and contracts, oversees all aspects of personnel management within the Library.  Handles or oversees staff recruitment, selection, supervision, evaluation, and discipline.  Hires and terminates Library staff.  Supervises and evaluates Department Heads and Managers throughout the Library.  Remains at or returns to work as necessary to ensure adequate provision of public services in relation to staffing or other emergencies.

•    Provides administrative and overall managerial direction to the Library.  In the absence or vacancy of a Manager or Department Head, provides direct management, administration, and supervision to the department.

•    Attends meetings and communicates information and decisions with staff, as appropriate.  Provides professional and managerial support to staff.  Works with the Board in establishing and achieving goals and objectives for the Library.  Recommends policies and administrative actions to the Library Board.  Communicates with other members of the staff about issues and priorities.  Interprets and enforces administrative decisions, directives, policies and regulations to staff.

•    Depending on scope, handles personnel and services issues.  Provides interpretation of personnel policies to staff.  Works with Board on short and long-range planning, and oversees the coordination of plans within Library’s goals, objectives and policies.  Analyzes technological advances and recommends appropriate applications.

•    Allocates funds for materials to various collections.  Encourages discussion and on-going development of collection philosophy.

•    Initiates or assigns project proposals and grant writing.  Handles or oversees large-scale, ongoing projects.  Acts as liaison between the Library and community groups.

•    Performs other work as required by the Library Board.

Qualifications:

•    Master’s Degree from a library school program accredited by the American Library Association.

•    Grade 1 Wisconsin Library Certification or eligibility to obtain Grade 1 Wisconsin Library Certification.

•    Progressive managerial experience in a public library setting; or equivalent education/experience mix.  Demonstrated ability to supervise staff.  Demonstrable possession of knowledge, skills, abilities and capacities identified below.

•    Capacity to work under conditions and physical demands as described below.

Knowledge, Skills, & Abilities:

•    Extensive knowledge of public library planning and role-setting practices and their application to library services.  Extensive knowledge of current library public services practices as well as public library administrative and managerial practices, and ability to apply these to the Library as a whole and to individual departments.  Ability to analyze and evaluate current conditions and make logical evaluations of future needs.  Ability to plan, communicate, and execute long-range and short-range plans.  Ability to synthesize and creatively adapt trends in technology, publishing, information retrieval, and library science to planning for the individual departments and the organization.  Skill in negotiating for resources to meet needs.

•    Ability to assume a leadership role in a group setting.  Ability to establish and maintain effective working relationships with the Library Board, Village Officials, OWLS, Library staff, sales representatives, community officials, agency representatives, and the public.  Willingness to assist and support coworkers, contribute ideas, and maintain flexibility.  Willingness to contribute to on-going development of Library-wide philosophy, mission and services.  Judgment and ability to lead development of departmental philosophies, goals and services.  Ability to adapt to a changing environment.

•    Ability to identify and discuss issues and challenges facing the Library, and to present and discuss various viewpoints and options in an effort to strategize solutions.  Willingness to advocate for positions on issues, and to support the decision once it is made final.  Ability and judgment to recognize situations calling for use of discretion and preservation of confidentiality, and willingness to apply discretion and preserve confidentiality in those situations.

•    Ability to make realistic budget proposals, to operate within established budgetary guidelines, and to identify and analyze budgetary impact of proposed service additions, enhancements or modifications.  Extensive knowledge of current library budgeting techniques.  Thorough knowledge of the creation and use of electronic spreadsheets, and ability to apply this knowledge effectively.

•    Ability to communicate effectively in English, both orally and in writing.  Skill in interpersonal communication.  Ability to do technical writing for policies, procedures, proposals, reports, etc.  Ability to do effective writing for correspondence, particularly when responding to issues raised by the public.  Ability to read, understand and interpret policy and procedure.  Ability to read and interpret technical manuals, blueprints, and floor plan schematics.  Ability to apply concepts such as fractions, percentages, usage statistics, graphing and formulas to practical situations.

•    Commitment to and skill in supervising people.  Knowledge of supervisory and training techniques.  Willingness and ability to provide positive managerial example.  Willingness and ability to foster environment in which employees are self-motivated and can exhibit high morale.  Capacity to recognize and utilize talents of others.  Fairness when distributing workload, responsibility, and authority.  Ability to identify proper work assignments for subordinates and willingness to follow-up to ensure proper completion.  Knowledge of and ability to apply employment laws as they relate to the Library.

•    Skill in evaluating and managing workflow within and among departments.  Ability to identify, negotiate, establish, communicate, and apply priorities.  Skill in performing and supervising routine and non-routine procedures involving many steps.  Ability to give and follow complex written and/or verbal instructions and to pay close attention to detail.

•    Judgment, initiative and resourcefulness to take acceptable risks, make appropriate decisions, and exercise proper authority.  Ability to enforce the Library’s established policies, procedures and standards in a nondiscriminatory fashion.  Ability to present clear explanations of established policies and procedures.  Ability to think and act appropriately under pressure.  Judgment, willingness and ability to grant logical exceptions to policies and procedures when warranted.  Willingness to maintain confidentiality when appropriate and to be held accountable.

•    Extensive experience with and ability to use computers for a variety of applications.  Ability to quickly learn and use effectively the Library’s current automation and software programs, and to quickly learn new applications when introduced.

•    Broad understanding and ability to oversee administration of information technology, such as the integrated library system and network infrastructure.

•    Must comply at all times with the Library’s “Drug-Free Workplace” policy.

•    Ability to develop work-related goals and objectives.  Willingness to develop job-related abilities, skills and knowledge.  Willingness and ability to keep abreast of changing technologies and procedures, and to assume responsibilities required by introduction of different services and equipment.

•    Must maintain Grade 1 Wisconsin Library Certification according to requirements specified in the Wisconsin Administrative Code.  Willingness and ability to understand and support the fundamental principles of library services, such as offering open access to library material in any format for people of all ages; providing materials representing as many points of view as possible; and protecting a patron’s right to privacy in dealings with the library and with respect to records maintained by library.

•    Ability to sustain prolonged visual concentration and keyboarding activity.

•    Ability to sustain prolonged standing and sitting, frequent repetitive movement of arms, gingers wrists, etc.

•    Ability to sustain prolonged periods of oral communication.

•    Possession of a valid Wisconsin driver’s license, means of transportation, capability and willingness to travel to in and out of state meetings.

•    Ability to lift and carry 30 pounds and maneuver a fully loaded book cart.
