POSITION SUMMARY:
This is a professional position dealing with all phases of activity within the Youth Services Department.  This employee has responsibility for managing the daily operations of the Department and planning and implementing youth services and programs.

Essential Duties:
ESSENTIAL JOB DUTIES:

Provides general supervision of all department functions, including planning, organizing, budgeting, coordinating, measuring activity, and evaluating staff performance.
Plans and implements children’s and young adult library services and programs in cooperation with staff and management team.
Supervises the development and maintenance of the children’s materials collections.
Provides reader’s advisory and reference assistance for children and adults at the department information desk.
Makes recommendations concerning departmental policies and procedures.
Interprets management decisions, directions, policies and regulations to department staff and the public.
Establishes and maintains good liaisons with other agencies serving children through meetings with school personnel and other groups.
Advocates for early childhood literacy and library services in the community.
Responsible for departmental staff training.
Serves as a member of the library management team and assists in performing any duty essential to the achievement of efficient library operations.
Cooperates as a team member with other library staff in performing any duty essential to the achievement of efficient library operations.
Maintains knowledge of trends and changes in library service to children and teens on a national and statewide level; looks for innovative ideas to implement.

Requirements:
EDUCATION: Master’s degree in library science from an A.L.A. accredited program.

EXPERIENCE: At least three years of experience as a librarian required. Direct customer service experience necessary, supervisory experience preferred. Knowledge of early childhood literacy principles and practices is necessary. Familiarity with the uses of technology in the provision of library services to children is also preferred. Strong commitment to high quality customer service.

Supplemental Information:
EQUIPMENT TO BE USED: Must be able to operate computer and other common office machines. Also must be able to operate communication equipment such as an intercom system, telephone, and cell phone. Competently use tablets and other electronic devices.

TYPICAL PHYSICAL DEMANDS: Frequent sitting; some standing; infrequent lifting and carrying of up to 10 pounds, and walking. Very infrequent climbing stairs or ladders, and reaching up, down and across; unusual lifting and carrying of up to 20 pounds, stooping, crawling, running or climbing while carrying.

TYPICAL MENTAL DEMANDS: Must be able to communicate with all levels of staff, verbally and in writing.  Must have the initiative and creativity to initiate and implement children’s services and adapt them to the needs of the community. Must have considerable knowledge of children’s interest levels and needs, and a wide knowledge of books, authors, and non-book materials for children. Must be able to maintain effective internal working relationships, be able to solve problems, handle conflict, and make effective decisions under pressure. Must have the ability to manage staff and other resources so the goals of the library are met. Must be adept in managing changing situations such as means of service delivery, priorities in service, staffing assignments; and able to lead staff through changes.

WORKING CONDITIONS: Typical office/library setting. Occasional dust, dirt and noise. Hours include evenings and weekends.
