JOB SPECIFICS

MINIMUM QUALIFICATIONS: This position requires a Bachelor’s degree and five years of progressively responsible experience in digital services technology, strategic planning or a related field, one of which must be in a supervisory or management capacity; equivalent education and experience may be considered.

ANTICIPATED HIRING RANGE: $73,013 – $100,020 per year

JOB SUMMARY
The Division Manager administers programs in a major division of the Library Department, develops policies and maintains standards, coordinates work within the division, and manages assigned staff.

DUTIES & RESPONSIBILITIES
Manage professional Library staff:
• Develop and implement Library goals, objectives, and policies
• Interview and make new staff recommendations
• Create work schedules
• Assign work and provide work direction
• Develop and facilitate staff training.
• Provide assistance and coaching to staff on a variety of subjects.
• Conduct performance reviews

Oversee day-to-day operations of the Library’s digital channels:
• Create and implement a plan for digital engagement across multiple platforms that align with the Library’s mission and vision
• Lead the experience of customers through the Library’s evolving digital channels, including chat, social media, text, email, mobile application, website, and future emerging digital technologies
• Seek constant knowledge on industry trends in digital services to be on the leading edge
• Engage customers of all ages with the key digital channels they utilize
• Visit physical library locations on a regular basis to develop and communicate solutions to generate a strong migration toward digital channels
• Develop and implement short- and long-term strategies for the Library’s digital channels to help the Library and its customers reach their goals
• Report key metrics for all digital channels
• Gather, analyze, and act on customer feedback on programs and services delivered through digital channels; partner with leaders and staff across the county to address issues and make improvements
• Review and recommend modifications to Library programs and services based on customer and staff feedback
• Respond to inquiries from the public
• Serve on teams and task forces

Lead the Library’s strategic plan:
• Lead the development, implementation, and monitoring of long-term plans, goals, and objectives focused on achieving the Library’s mission
• Direct the development, implementation, and evaluation of the Library’s strategic plan
• Research trends and best practices, collect and analyze data, and develop recommendations, and program and policy changes

Manage Library’s digital programs and services:
• Evaluate and monitor current services delivery in division
• Collaborate with the Community Engagement Sr. Manager, Libraries Division Manager, and other County departments, agencies, and service organizations to assess community needs
• Monitor vendor contracts
• Recommend division goals and objectives
• Recommend legislative changes as needed
• Evaluate and monitor current services delivery in division

Administer Division Budget:
• Project expenditures and prepare the annual divisional budget for Director’s approval
• Monitor expenses and revenue, and identify ways to maximize revenue

Serve as media contact.

Serve as a member of the Library’s Executive Leadership Team to ensure effective integration of departmental activities with other county functions and maintain strong, productive and cooperative relationships with other county departments to maximize the use of county resources and talent.

Perform the duties and responsibilities of the Library Director in the Director’s absence.

Perform other duties as assigned.

WORK ENVIRONMENT
Work performed is semi-sedentary in nature, and typically performed within a Library. Lifting requirement of up to 25 pounds on an occasional basis. Equipment used may include, but is not limited to, computer, calculator, telephone, camera, photocopier and scanner.

Work interruptions are frequent.  There is some pressure associated with dealing with individuals who may be emotionally charged and with project or activity deadlines and details. Driving or riding to attend meetings, participate in or lead training sessions, etc. may be required.
