MINIMUM QUALIFICATIONS: This position requires a Master’s degree in Library Science from an institution accredited by the American Library Association and five years of professional library experience, three years of which must have been in a supervisory or lead worker capacity.

The finalist for a position vacancy will be required to pass a criminal history investigation at County expense prior to beginning employment with Washington County.

RESPONSIBILITIES: Washington County is looking for a Senior Library Manager to help us create the library of the future. The ideal candidate is a strong and supportive leader, a technology champion, a library professional who understands the needs of children and families, and an individual who is comfortable speaking to large and small groups alike. You will be managing the busiest library in Washington County, and one of the busiest in the metro area.

DESIRABLE EXPERIENCE:
• Two or more years of experience managing a system-wide library service, e.g. acquisitions, adult services, outreach, etc. or managing operations of one or more library branches
• Three or more years of experience providing direct information services in a public library
• One or more years of experience coordinating or providing technology training to the public
• Two or more years of professional experience working with cultural groups other than your own

Imagine you are the Senior Manager at the R.H. Stafford branch in Woodbury, and your supervisor has told you that your branch will be receiving funds to create a digital literacy playground. The goal is to create a space for children and teens that supports digital literacy. These playgrounds will provide access to technology for area youth and give them space to learn, create, and collaborate. The transformation of our children’s and teen spaces will include the following: new technology such as tablets and computers with touch screens and furnishings to encourage communication and collaboration. Please prepare a brief summary of the types of technology you feel should be included in each space – children and teens – and a brief explanation as to why.

HOURS / DAYS: 40 hours a week includes various days, evenings and weekend hours. Work schedules (hours and days) and location are subject to change based on department needs.

JOB SUMMARY
The Library Manager, Senior is responsible for day-to-day operations of a large public library, supervising library staff, directing delivery of customer services, promoting library services in the community, and providing leadership in overall library planning. This position is distinguished from the library manager by the size and complexity of the operations of a large library.

DUTIES & RESPONSIBILITIES

Implement library goals, objectives and policies:
• Help develop library goals, objectives and policies
• Write and implement policies and procedures for branch library
• Evaluate processes, identify issues and refine processes
• Participate on internal committees
• Plan, develop and implement special projects as needed

Manage library staff:
• Interview and make new staff recommendations
• Create and manage work schedules, including scheduling substitutes
• Provide work direction and review work for accuracy
• Develop and facilitate staff training
• Provide assistance to staff
• Evaluate staff performance and
• Approve, monitor and account for use of substitute staff;

Oversee day-to-day operations:
• Respond to operations inquiries
• Assist customers with material and research assistance
• Troubleshoot technical issues
• Respond to policy and procedure questions; interpret policies and procedures
• Resolve customer issue escalations
• Approve fee or adjust loan period exceptions
• Select public program offerings

Provide library customer service:
• Respond to all requests for research services
• Help customers learn catalog, database or internet search techniques
• Interpret library policies and procedures and resolve issues
• Provide approval for fee exceptions
• Respond to and submit work orders for building maintenance

Promote library services:
• Make presentations to community groups
• Participate in local programs or events; co-host events
• Answer questions from local government officials and other organizations
• Make annual library services presentation to local government officials

Serve as media contact.

Perform other duties as assigned.

WORK ENVIRONMENT

Work performed is semi-sedentary in nature, and typically performed within a Library. Lifting requirement of up to 25 pounds on an occasional basis. Equipment used may include, but is not limited to, computer, calculator, telephone, camera, photocopier and scanner.
Work interruptions are frequent. There is some pressure associated with dealing with individuals who may be emotionally charged and with project or activity deadlines and details. Driving or riding to attend meetings, participate in or lead training sessions, etc. may be required.
