Library Director – City of Spencer (Spencer, IA)

LIBRARY DIRECTOR

Annual Salary: $ 71,476.70 – $ 75,550.18 DOE

This position works under the direct supervision of the Library Board of Trustees & serves as a department head on the City of Spencer’s leadership team

This exempt, salaried position is generally Monday-Friday, 8:00am-5:00pm, however the Director must be available to adjust his/her schedule to work as needed on nights and weekends, as well as to attend occasional evening meetings.

The Library Director directs and supervises the library system of the City of Spencer & is responsible for planning, organizing, directing, and coordinating all activities of the library system. The Library Director plans, directs and executes varied library services and programs related to community needs analysis and based on the roles the library has chosen to play in the community. This position is hired, reports to, and is evaluated annually by the library board, as an employee of the City of Spencer, following the personnel policies of the City.

Essential Duties and Responsibilities

  • Determine goals based on community analysis and library board policies & initiatives;
  • Plan, organize and administer programs & procedures governing library service;
  • Select & purchase library materials, equipment, software, & electronic resources;
  • Review specialized programs & projects managed by library personnel;
  • Prepare & administer the budget as approved by the city council & library board;
  • Develop & implement long/short range plans & goals, interpret objectives, plan activities;
  • Maintain Tier Three level (top) State Accreditation Standards for library excellence;
  • Research & introduce new technology & formats into library operations;
  • Plan, draft & administer standard procedures for library operations & outreach services;
  • Represent library presence to other organizations in the community;
  • Seek local, county, and state funding necessary to finance projects & seek competitive bids;
  • Assign & formally evaluate work of all library employees;
  • Conduct staff orientation, workshops, and meetings;
  • Hire library employees in accordance with established procedures & maintain discipline & morale;
  • Prepare budget estimates, database, circulation, State Library Annual Report & other special reports;
  • Cooperate & consult with officials of other agencies on common library issues at city, county, regional, state, and national level;
  • Prepare publicity; conduct tours, and give speeches & programs for local groups & classes;
  • Develop interesting displays, flyers, brochures, and other PR materials;
  • Coordinate building maintenance, expansion, and capital improvement projects;
  • Act as liaison between the library board & the city council; attend & present department head update at monthly council meetings;
  • Other duties as assigned.

Experience and Skills Required

  • Comprehensive knowledge of professional library science administration;
  • Library accounting, financial reporting & budget experience;
  • Working knowledge of library automation systems, MARC format cataloging, AACR2 rules and electronic databases;
  • Strong computer & desktop publishing skills;
  • Ability to coordinate library with other city & community activities;
  • Ability to organize & conduct training programs for other professional librarians & support staff;
  • Ability to speak & write effectively;
  • Strong public relations & marketing skills;
  • Must have strong customer service skills, ability to get along with others, initiative, good judgment, tact, and be courteous.

Education Requirements

  • Master of Library Science degree from an ALA-Accredited school, either previously or within 3 years of hire;
  • Experience in professional library work & possession of any equivalent combination of experience & training which provides the required knowledge, skills and abilities;
  • Librarian Certification Courses through State Library of Iowa mandatory within first year of hire if MLS has not been previously acquired.

Physical Requirements

Work is primarily sedentary and requires sitting and/or using various computer equipment 75% of the time; and standing and/or working 25% of the time. Frequently requires the exertion of up to 10 pounds of force, and infrequently requires the exertion of 10-50 pounds of force to lift or otherwise move objects.
