Qualifications

Required
• Completed BA/BS from an accredited institution plus at least six years of relevant experience.
• Experience with project management, report writing, budget planning and spreadsheets, financial accounts management, and human resources.
• Experience with Microsoft Office and Google apps.
• Problem solving, planning and forecasting, and organizational leadership.
• Demonstrated ability to communicate effectively orally and in writing to internal and external audiences.
• This position requires the ability to work collaboratively and requires a high degree of sound independent judgment and discretionary authority within the assigned responsibilities.

Preferred
• Experience using PeopleSoft and University of Minnesota’s Integrated Library System (ALMA).
• Previous experience working in higher education, legal education, or complex library environments.

About the Job
The Administrative Director is a member of the Law Library’s senior management team (Law Library Director and Associate Directors) whose advising and consulting duties encompass a broad range of critical financial, operational, and human resources responsibilities affecting Law Library staff, Law School students, faculty and staff, University community members, and public patrons of the Law Library. The position advises and participates in strategic planning, develops and implements human resources policies related to the operation and management of the Law Library, has primary responsibility for financial forecasting, budget preparation and management of financial resources, and recommends, plans, and implements facilities initiatives, and manages all physical operations. The Administrative Director represents the Law Library in University and school-wide committees and management groups, acting on behalf of the Law Library in accordance with current administrative policies and procedures. The Administrative Director reports to the Law Library Director.

The Law Library serves a diverse and varied group of internal and external constituencies, and the Administrative Director must work effectively with these communities.

Appointment
This is a twelve-month, 100% time, academic administrative position with an annually renewable appointment.

Salary

Job Responsibilities
Finance Strategic Planning and Management-32%
• Provide strategic financial leadership and direction including budgeting, planning and analysis, reporting, forecasting, policy compliance, and financial operations for the Law Library.
• Develop, implement and maintain sound financial policies, procedures, and practices.
• Responsible for defining, analyzing, measuring, interpreting and presenting key institutional data and information for senior management, strategic and executive level decision making.
• Maintain optimal controls and efficient and effective transactional processes that comply with University policies and procedures.
• Represent the Law Library as cluster director and collaborate with collegiate and central staff on work groups and committees.
• Conduct financial planning and management to achieve Law Library and Law School priorities and ensure successful financial performance.
• Support the Law Library by providing leadership and consultation on financial policies, practices, and procedures to senior management, supervisors, and employees.
• Ensure consistency and clarity in the interpretation and administration of policies in accordance with University policy and in consultation with Law School and University finance personnel.
• Analyze, prepare, and reconcile accounting related activities for monthly, quarterly, and annual reporting.
• Extract data from University databases to support critical analysis and decision making. Responsible for receivable reporting and reconciliation, inventory, other asset and revenue accounting, and sales tax reporting.
• Provide leadership and direction to Executive Office and Administrative Specialist monitoring workflow, problem solving, and approving financial transactions.

Human Resources Strategic Planning and Management-32%
• Advise and partner with Law Library senior management to develop and implement short and long-term human resource goals and plans, and advise on complex human resource issues.
• Provide program management for hiring, continuous appointment process, performance review, and departmental policy.
• Support the Law Library by providing leadership and consultation on human resource policies, practices, and procedures to Law Library senior management, supervisors, and employees to address any issues/concerns such as policy violations, harassment, and/or performance management.
• Consult with Law School and University personnel to ensure consistency and clarity in the interpretation and administration of human resource policies in accordance with University policy.
• Keep abreast of changes in guidelines, laws, and regulations and ensure compliance with federal, state, local laws, and regulations.
• Develop and manage budgets, including allocating resources and forecasting and monitoring expenses.
• Review and monitor compensation decisions to ensure compliance with internal and external policies and laws.
• Supervise, train, and evaluate performance of the Executive Office and Administrative Specialist.

Operations Strategic Planning and Management-32%
• Coordinates all Law Library facilities. Assess and evaluate the physical requirements of the department and recommend plans to meet organizational needs. Inspect equipment and facilities, and determine maintenance, repair and cleaning needs.
• Coordinate procurement of computers, office machines, furnishings, and equipment. Respond to building emergencies as needed.
• Serve as Department Access Coordinator, responding to requests for facility access and ensuring compliance with university policies and procedures.
• Primary liaison with Facilities Management, Department of Energy Management, Department of Public Safety and UMPD.
• Meet regularly with Law School personnel and FM management to review facility needs, custodial maintenance, and address resource and operational challenges.
• Lead all Law Library facility-related projects, including coordinating all involved parties (e.g., FM, U Construction, Energy, OIT, outside vendors/contractors, etc.), writing RFP’s, determining scope of project, addressing environmental factors, assessing budget availability, reviewing bids and selecting vendors, establishing project schedule, ensuring timely and satisfactory completion of project requirements.
• Adapt Law Library departmental plans and priorities to address resource and operational opportunities and challenges.

Other-4%
• Participation in a wide range of Law Library, Law School, and University-wide committees and preparation of Law Library annual reports which span the full breadth of the administrative directors expertise.
• Participate in the coordination of Law Library outreach activities and event.
• Research and provide information for various Law School and Law Library reports.
