Executive Director – SELCO

EXECUTIVE DIRECTOR.  SELCO is a regional library system in southeast Minnesota.  SELCO seeks an individual with strong leadership skills to provide direction for a diverse membership and manage SELCO staff at its headquarters in Rochester, MN.  Minimum qualifications:  MLS from an ALA-accredited school.  Extensive management experience.  Knowledge of multitype library systems. Job Objective(s):

• Provide visionary leadership and direction to the SELCO staff and member libraries.
• Foster strong collaboration across SELCO member libraries.
• Maintain a collaborative, team-oriented work environment.
• Provide overall direction for all activities related to human resources management, financial management, strategic planning, board relations, member relations, advocacy work with local, state, and national officials.
• Provide overall direction for all activities related to the administration and management of SELS.
• Represent SELCO/SELS in the Minnesota library community.

Supervision (Given and received)
Given:  Supervises Automation Librarian, Finance Manager, Regional Librarian, Administrative Services Manager and select contractors.  May give work direction or supervision to any SELCO employee

Received:  The Executive Director acts independently with little or no supervision.  The Executive Director proposes and implements policies, plans programs and such other duties as established by the SELCO/SELS Board of Directors.  The employee has freedom to act and achieve objectives, develop procedures and determine method of achieving objectives.

Job Responsibilities and Duties
Serve as chief administrative officer of the corporation
• Maintain an effective relationship with the SELCO/SELS Board of Directors and committees
• Develop and recommend policies and initiatives to the Board of Directors
• Establish and maintain communication with member libraries
• Manage and direct the SELCO staff, maintaining a respectful workplace environment
• Guide the SELCO staff to work closely with the member libraries to identify, implement, and promote SELCO/SELS services
• Hire, promote, suspend or discharge staff following established procedures
• Facilitate fiscal planning and management for SELCO and SELS
• Implement organizational and technology planning, organizational management and strategic thinking for SELCO and SELS
• Provide general oversight and management of SELCO technology services including the regional integrated library system (ILS), telecommunications network and online resources
• Lead advocacy efforts within the state and participate in national advocacy activities
• Communicate and coordinate work with specialists, such as auditor, attorney, human resource consultant, or architect
• Oversee the planning, development, and completion of special projects
• Maintain effective communication with governmental officials regarding funding issues
• Collaborate with other partners to achieve organizational mission
• Comply with applicable state and federal statutes
• Represent SELCO at state and national meetings
• Represent SELCO and SELS in the community
• Share organizational content with various audiences using a wide variety of tools including, but not limited to, websites, social media, email, and paper documents
• Perform other related duties as requested by SELCO/SELS Board and/or their designee

Job Standards
• MLS from an ALA accredited school as required by state statute
• Additional Masters and/or Ph.D. in related management area preferred
• Excellent computer skills and familiarity with electronic information resources including databases and the Internet and knowledge of relevant software applications
• Familiarity with library automation and information management library skills
• Knowledge of multitype library systems
• Knowledge of Minnesota regional library systems and governance preferred
• Knowledge of concepts, principles, techniques and practices of finance, human resources management, planning, statistics, verbal and graphical presentations, public speaking, grant writing and grant administration
• Proven ability to organize and prioritize work projects, as well as implement and interpret programs, goals, objectives, policies and procedures necessary for providing quality service
• Supervisory experience in a dynamic staffing environment.

Equipment
• Must be able to operate:
• Computing equipment including desktop, laptop, peripherals and mobile devices
• Motorized vehicle
• May be required to operate office equipment including but not limited to network copier, facsimile machine, postage meter, telephone system, video projector, scanner, digital camera, teleconferencing equipment, PA system, and two-wheel dolly
• Other equipment as added to SELCO workflow and appropriate for use with assigned job responsibilities

Working Hours and Environment
• Monday – Friday, may be required to work beyond normal schedule
• Works indoors in a climate-controlled environment approximately 75% of the time.  While visiting libraries or attending meetings, will be exposed to seasonal conditions in outside weather, approximately 25% of the time
• May be called upon to move equipment or assist with room set up for training
