DESCRIPTION
Under the general supervision of the County Administrator, this position directs and oversees the library system, directs departmental personnel matters, administers the library department budget, establishes goals and objectives, coordinates public information activities, and participates in professional staff development and as a representative.

DUTIES / RESPONSIBILITIES:

ESSENTIAL FUNCTIONS:
• Directs and Oversees the Library System. Assists the library board with establishing goals, objectives, and priorities for the library system and continuously evaluates success of the operations. • Manages operations of the system headquarters, and branch libraries, Bookmobile and mini-site collections with the goals and objectives identified by the board and administration. Attends board meetings. Keeps the County Administrator fully advised of the operating conditions and needs of the library system and administers authorized actions.
• Directs Departmental Personnel Matters. Manages the departmental workforce within the scope of County personnel rules and applicable labor agreements. Determines departmental staffing needs and makes appropriate hiring recommendations to the County Administrator. Directs the work of the Assistant Library Director and staff. Conducts performance evaluations, disciplinary and suspension actions and makes recommendations for termination. Approves staff training and conference requests.
• Administers the Library Department Budget. Prepares the biannual budget request, including a capital improvement plan, outcome definitions and measurement program. Monitors and administers the budget. Supervises purchasing and advises the County Administrator of the financial condition.
• Establishes Goals and Objectives. Recommends, evaluates, and interprets policies, procedures, objectives and long range plans. Provides guidance to Assistant Library Directors and staff in the implementation of policies and procedures to accomplish objectives.
• Interacts Positively with Internal and External Customers. Communicates and interacts effectively and respectfully with employees, supervisors, individuals from other organizations, and customers.
• Performs the Physical and Mental demands of the job.
• Attends Work During Regularly Scheduled Hours.

ADDITIONAL FUNCTIONS:
• Oversees and approves information dissemination to various information sources such as newspapers, television, radio, public meetings, special interest groups and government officials and agencies.
• Participates in training and education opportunities to maintain and improve proficiency. Attends and participates in professional organizations. Reads appropriate journals and articles. Associates with agents and departments from other counties and states to learn about and maintain professionalism.3.
• Acts as Representative. Serves as County’s library representative and liaison to the Traverse des Sioux Library system Cooperative, Minnesota Library Association, American Library Association and other relevant State and Federal Organizations.

QUALIFICATIONS:

MINIMUM QUALIFICATIONS:
Bachelor’s degree in library science, business administration, public administration, or related field.
5 years of management experience OR
Combination of education and experience substantially equivalent to the above.

PREFERRED QUALIFICATIONS:
Master’s degree in library science, business administration, accounting, public administration, or related field.
Experience in managing library services

CONDITIONS OF EMPLOYMENT:
• Must comply with organizational and departmental policies and regulations.
• Must possess valid MN driver’s license
• Must successfully pass a background check and pre-employment assessment.
• Must be able to complete the physical and mental demands of the position.
• Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to county policy and Minnesota Statutes.

HOURS OF WORK:
Monday through Friday from 8:00 a.m. to 5:00 p.m. Some evening and weekend hours may be required. Hours of work are structured to meet service demands and the needs of the public.
