Community Engagement Manager

The Anoka County Library System connects the community to ideas, information and inspiration and has an immediate opening for a highly skilled leader with expertise in communication, project manager, marketing, digital content, and collaboration and relationship building. The Community Engagement Manager will ensure that communities are informed and excited about what Anoka County Libraries have to offer and develop Library programming that meets the needs of all communities.

This position reports to the Library Director and provides executive leadership in creating and coordinating community programs, services, and marketing. This exempt role also supervises Engagement staff, and works collaboratively with library colleagues, our partner county staff, vendors and the community. EXAMPLES OF ESSENTIAL DUTIES (ILLUSTRATIVE ONLY)

Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of a Community Engagement Manager.
• Teamwork: Supervise staff and functions of the Community Engagement Department, serve on committees and coordinate with staff on projects, keep staff and stakeholders informed on community engagement efforts.
• Services: Oversee the design and implementation of events, programs and services that serve the civic, recreational and cultural needs of Library users and public.
• Public awareness: Coordinate public awareness and marketing of programs for the library and collaborate with other county departments.
• Idea development: Contribute expert knowledge of Anoka County communities related to trends, issues, and interests to develop creative and innovative engagement strategies, addressing goals and community needs & opportunities.
• Evaluation and analysis: Conduct community analysis to identify changes in demographics, and community interests, needs and trends; develop and implement outcomes-based evaluations of programs and initiatives, measure and make recommendations for improvements; prepare research, reports and records.
• Leadership: Serve on library and community committees; contribute to policy development and strategic initiatives related to community engagement.
• Partnerships: Coordinate efforts with outside agencies and community partners; serve as liaison between the Library and community organizations.
• Budget Management: Budget preparation, expenditure, tracking, and reporting.

REQUIREMENTS
Minimum Qualifications
• Master’s degree.
• 3 years, full-time (2,080 hours per year) of professional work experience in staff supervision.
• 3 years, full-time (2,080 hours per year) professional work experience in public program development, public relations, program/project management.
• Successfully complete criminal and driver’s license background checks.

Preferred Qualifications
Master’s degree in Communications, Public Relations, or closely related discipline or Master’s degree in Library Science.

Knowledge of: Principles of public relations, marketing, advertising and communications; use of print and electronic media, and web and digital content management, principles and practices of public libraries particularly multi-branch systems.

Skill in: Brand marketing, project management, communication and interpersonal relations; knowledge of software and devices for graphic design, social media, and library resources; collaboration; problem solving and advisory skills; organization across multiple projects; managing deadlines and priorities.

Ability to: Design, coordinate and evaluate public relations activities; effectively coordinate daily operations and programs; interact effectively with people at various levels and articulate intellectual freedom principles; use market research and data; lead and inspire vision and creative thinking.

Anoka County Salary Schedule, Grade D014
Normal hiring range: $59,363 to $61,144 ($28.54 to $29.40 per hour).
2018 full salary range: $59,363 to $88,212 ($28.54 to $42.41 per hour) Career potential up to $107,827 ($51.84 per hour)
After successful completion of an initial hire probationary period, eligible for an initial hire probationary period increase.

Hours
Full-time; 40 hours per pay week.
Work schedule is primarily Monday through Friday, 8 a.m. to 4:30 p.m.
Schedule may vary based on business needs and at supervisor discretion.

Selection Process
